You should have only 1 intercity terminal connecting to a single outside connection. Seperate lines for the last 2000 meters does not mean they are seperate, if more than one station is sharing the same outside connection. I have 8 passenger stations as well, in each city/town and industrial area. All 3 have sewperate lines for the last ~2000 meters. I have 2 train cargo hubs and 1 boat with train connection.
